Putin considering adding preventative nuclear strike to military doctrine

Russia is thought to be considering adding a preemptive aspect to its nuclear doctrine.
If added this policy would allow it to strike first, not just in a retaliatory manner.
The Russian doctrine of using nuclear weapons is currently different to that of the USA.
News of the possible change comes as Russian president Vladimir Putin gave a speech to journalists in Bishkek, the capital of Kyrgyzstan, on Friday.
During the talk he said: "This means that the fall of enemy missile warheads on the territory of the Russian Federation is inevitable, they will fall anyway. True, nothing will remain of the enemy."
He said that Russia was thinking about "taking into service" American ideas including a disarming strike.
On top of the possible change to military doctrine, he also made claims about the development of Russia's missile technology over recent years, arguing that various elements were now superior to the equipment of NATO.
He claimed that Russia's arsenal now had, "more modern and even more effective" cruise missiles, and now also had hypersonic weapons which "there are not yet in the States."
