Middle-class drug users face being banned from nightclubs and having passports and driving licences confiscated, Priti Patel will reveal today.

The Home Secretary is planning a ‘three strikes’ policy to escalate action against recreational drug users.

It could see repeat offenders ordered to wear electronic drug monitoring tags or undergo random drug tests.

Even first-time offenders caught with class B cannabis will face tougher action and will be told to attend a drug awareness course.

If they refuse, they will be fined. Full details of the new penalties will emerge in a consultation paper published later today.

Miss Patel said: ‘We are cracking down on drug use, with tougher consequences for so-called recreational drug users. They will face the consequences of their actions through sanctions including fines and conditions to attend rehabilitation courses, while drug offenders could have their passports and driving licences confiscated.

‘Drugs are a scourge across society. Drug misuse puts lives at risk, fuels criminality and serious and violent crime and also results in the grotesque exploitation of young, vulnerable people.’ The Home Office said the measures would be targeted at users of class A drugs such as cocaine but also at cannabis smokers.

The proposals will be subject to public consultation which closes in October.
