A West Midlands Police spokesperson said the incident took place in the last few days.

A passerby who witnessed the dog’s ordeal tried to warn the woman on the scooter that she was hurting her pet.

‘You’re hurting the dog. The dog’s dead. You are hitting the kerb,’ the person said as the dog slammed against the side of the kerb.

‘The dog’s gonna’ die you know, bro? The dog’s gonna’ die, stop the f***ing thing, man.’

The elderly woman briefly looked at the camera before turning away, muttering something inaudible and continuing along the road.

The clip was first shared by the Birmz Is Grime blog on Twitter with the caption: ‘Who is this person? This dog needs to be found and rescued.’

One person commented: ‘Why has no one stopped her?’

Another wrote: ‘Has this been reported? It’s horrific.’

Another said: ‘Poor dog. I hope they find the lady driving and take the dog off her.

‘That’s sickening.’

An RSPCA spokesperson earlier described the footage as ‘very shocking to see’.

‘Anyone with any first-hand information about the incident should call our emergency line on 0300 1234 999.’

Anyone with information is asked to contact the force via Live Chat on their website or by calling 101.
